Interoperability Continuum

The Interoperability Continuum serves as a framework for local, tribal, state, and Federal emergency response agencies as they plan and implement interoperability solutions. The Continuum depicts the five critical elements necessary to implement a sophisticated interoperability solution. These elements include governance, standard operating procedures, technology, training and exercises, and usage of interoperable communications.
